Recommendation:

Remove the DCRB transcription rules for i/j, u/v, uu/vv/w.

No recommendation at this time for replacement. This must be arrived at by
consensus of the committee. (My personal preference is for a regular, and
predictable standard of transcription such as the LCRI.)

Remove the DCRB rules for retaining certain ligatures.

Retain the rule for final I, but add stipulation for an added entry with I
expanded in the case of titles, if the letter occurs within the first six
words.

Retain the rules for Gothic letters and chronograms.
