[DCRM-L] transcribing brevigraphs

For better accessibility and more efficient site maintenance, the DCRMR
Editorial Team plans to move the tables for 0.4.15 Early letterforms and
symbols

and 0.4.16 Brevigraphs
<https://bsc.rbms.info/DCRMR/general-rules/Transcription/#0416-brevigraphs>
to a separate Appendix G. The content of Early letterforms and symbols will
remain the same. The rule and table for Brevigraphs will be updated to
incorporate corrections, new images, and a revised format. The new
instructions for 0.4.16 Brevigraphs and the Brevigraphs section of Appendix
G are presented here
