At the DCRB Revision Conference, it was pointed out that the current 
definition of "coloured illustration" in AACR makes no sense, and I 
volunteered to write a rule revision proposal.

The proposal has been sent to CC:DA for review and I expect that they will 
approve it and that it will be discussed by the Joint Steering Committee at 
their meeting in September 2003; the change might even be included in the 
2004 revision package (which we expect to appear around July 2004).

I'm attaching a copy of the proposal since it is (a) rather brief and (b) 
mildly amusing; I had fun writing it and hope that you enjoy reading 
it.  At the same time, I made it clear that this is a serious proposal and 
is based on an important principle.
